Kitchen Renovation Taskforce

At the inaugural HWOSA-NA reunion business meeting held on July 3, 2004 in Arlington, Virginia, members of the association unanimously voted to take on the task of renovating the kitchen facilities of Hope Waddell Training Institution. At the meeting, it was articulated that the objective of this project is to accomplish one major piece of the principal’s goal of re-establishing full boarding at the institution.

Soon after the reunion, the newly constituted Executive Committee appointed several members of the association to manage the kitchen renovation project. From its ranks, members of the project team unanimously elected Lawrence Adjah and Eno Okon Udo to serve as Chairman and Secretary respectively. Under their leadership, the project team was appropriately renamed to “the Kitchen Renovation Taskforce”.

Mission

The mission of the Kitchen Taskforce is to act on behalf of HWOSA-NA to advance the achievement of HWTI's strategic goal of re-establishing its full boarding capacity by renovating and establishing a functional kitchen.

Authority

  • Remain the Association's sole point of contact with the HWTI Principal from the inception of the project to its conclusion.
  • Enlist the services of experts within or outside the Association, including old students in Calabar, so long as the Association does not incur additional financial burden or liabilities beyond what is reasonable for the smooth functioning of the Project Team.

Tasks

  • Establish the project scope, budget, and schedule.
  • Present the project budget for approval.
  • Establish project milestones and recommend the method of disbursement of funds for each milestone.
  • Monitor the progress of the project and regularly update the executive and the general membership on the project's status.

Taskforce Names a Local Liaison

Since its creation, the taskforce has met several times, made contact with the principal, solicited and got the pro bono collaboration of Ekanem Kofi-Ekanem, Architect (an old student resident in Calabar, class of 1970), and gathered very useful information that guided our discovery of existing conditions and development of the scope of work involved in the achievement of our goals. Recently, with the recommendation of the Task Force the Executive Committee officially created a home-based liaison team comprising the following old students and the principal.

  3. Edisua (Oku) Itam – member
  4. Rev. Nsa E. E. Eyo, Principal HWTI - member

Working under the direction of the Task Force, the liaison team will serve as HWOSA-NA’s ears, eyes and legs in Nigeria to ensure successful completion of the kitchen renovation project.

Specifically, the liaison Team will:

  • Provide Calabar based oversight of the project
  • Work closely with the Taskforce to select a contractor / builder for the project
  • Provide on-site monitoring, evaluation, and approval of minor/intermediate stages of the project
  • Regularly report monitoring and evaluation results to, and obtain approval concurrence of major stages of the project from the Taskforce.
  • Disburse funds upon approval by the Taskforce/Executive Committee at the successful completion of each stage of the project.
  • Perform other roles to facilitate the timely and efficient execution of the project

THE PROJECT

SCOPE

After reviewing all background information collected over the last several months, the Task Force concluded that to re-establish a fully functional kitchen, the transformation of the physical condition of the existing structure to a more desirable and stable structure, and the installation of kitchen equipment to support descent and healthy food handling were necessary for the Association to achieve its goal of delivering a full functional kitchen to the Institution.

  1. Replacement of the kitchen roof
  2. Replacement of the kitchen walkway to the refectory
  3. Replacement of windows and doors
  4. New flooring
  5. New ceiling
  6. New electrical wiring – power and lighting
  7. New indoor plumbing, and drainage
  8. Renovation of existing storage
  9. New Kitchen Sink (Three-Ganged Stainless Steel)
  10. Supervisor’s office and changing room

Long Term Goals

The following items are essential to providing a healthy fully functional kitchen. However, they have been identified for future implementation at the discretion of the Association and as additional funding becomes available.

Future Goals

EXTERNAL/OUTDOOR KITCHEN

No decision was made at this time to undertake the task of renovating the external kitchen which is currently in the most deplorable state. In future, it will be useful to re-evaluate the need for this external kitchen and what role, if any, the Association should play in its existence after the main kitchen project is complete and functional.

PROJECT TIMELINE

In order to have better control of the project execution and ensure that the funding stream adequately meets the contractor's level of effort, the Taskforce decided to execute the project in phases. Four distinct phases were identified and are listed below with estimated time of completion. The objective is to have this project completed within six (6) months from contract award.

Phase One

  • Demolition of existing walls and cleaning out of debris

  • Building of new partitions – per proposed plan

  • New electrical wiring – per proposed plan

  • New framing and roofing of existing kitchen

  • New framing, support for new walkway to refectory

Estimated Time of completion: 6 Weeks

Phase Two

  • Framing for new doors and windows

  • Installation of new doors & windows

  • Installation of new wire mesh in windows

  • Installation of ceilings

Estimated Time of completion: 4 Weeks

Phase Three

  • Repair existing flooring around kitchen

  • Provide new terrazzo flooring in kitchen

  • New plumbing – per proposed plan

Estimated Time of completion: 3 Weeks

Phase Four

  • Install Sink

  • Install some storage shelving units

Estimated Time of completion: 2 Weeks

OUTLOOK

The Taskforce, on behalf of HWOSA-NA, hopes that the successful completion of this project will demonstrate our love and commitment to HWTI, and serve as the catalyst that spur's all Hope Waddell old students everywhere to join in the grand effort to return the institution to its glory days.

 

BACKGROUND INFORMATION AND DATA DISCOVERY

The Taskforce approached its assignment by opening up communication lines and investigating the physical and operating conditions of the existing kitchen.

Communication was initiated with the Principal and his response highlighted the state of disrepair of the physical condition of the existing Kitchen. The following areas needing immediate attention were highlighted:

  • Replacement of roof structural members and roofing sheets
  • Replacement of damaged ceiling
  • Replacement of windows, frames and hardware
  • Rewiring of entire kitchen
  • Extensive plumbing and drainage of entire kitchen
  • Provision of doors and hardware
  • Provision of kitchen storage
  • Provision of supervisor’s office and staff changing rooms
  • Replacement of covered walkway to Refectory
  • Reconstruction of outdoor kitchen

SITE VISIT

The state of disrepair of the existing kitchen facilities was graphically illustrated by photographs kindly taken by Ekopimo Ibia during a personal trip to Nigeria in August 2004 and made available to the Task Force.

SITE SURVEY

The following survey prepared by the Task Force requesting a visual survey and comments from Ekanem Kofi Ekanem, further confirmed the state of disrepair of the kitchen. The purpose of this survey was to document physical and functional conditions of the existing kitchen. The survey served as a guide to the Kitchen Renovation Taskforce in developing the project’s scope and budget.

 

Please evaluate the existing conditions of the kitchen using the following criteria and rating codes.

  1. IN GOOD CONDITION, MINIMUM OR NO REHABILITATION NEEDED.

  2. NEEDS REHABILITATION / REPAIRS.

  3. NEEDS REPLACEMENT, NEW INSTALLATION OR SOLUTION.

All windows and ceilings need replacement. They are no internal doors. Floor finish is cement screed.

One additional water storage tank needed. One leaking overhead tank needs replacement. There are no changing rooms, toilets and shower rooms for kitchen staff.

COMMENTS:

There are no cooking appliances for the kitchen. Cooking is by firewood and serving is by makeshift utensils. Food shelves are non-existent in the store.

COMMENTS:

The kitchen is in a very serious state of inadequacy. It is scandalous to be identified with it.
